Lights are not optional because you are on a quiet street, using a bike lane or only riding for a few minutes. A vehicle can emerge from a driveway, turn across a painted lane or approach from behind in seconds. The law sets a baseline. Your safety deserves more than the baseline.
When do you need bike lights?
Night riding is the obvious answer, but low visibility happens well before full darkness. Dawn, dusk, rain, fog, smoke haze and heavy cloud can all flatten contrast and make a cyclist blend into the background. In winter, a late-afternoon commute can quickly become a low-light ride.
